Civil engineering is where plans become infrastructure. Earthworks reshape terrain, roads connect communities, drainage manages water, and utilities keep services flowing. Getting this work right - designed to the correct standard, constructed to specification, and certified to close - is what makes a development liveable, fundable, and lasting.

Orogen's civil engineering team handles the full scope of infrastructure that land development and community projects rely on. We design earthworks, roads, drainage, and utilities; supervise construction; and act as Engineer to the Contract when projects are formally tendered. Our engineers work alongside planners, surveyors, and environmental specialists in the same team - which means the civil design is always informed by what is happening on the broader project, not developed in isolation.

We are hands-on and solutions focused. Senior engineers visit sites. Problems are solved in the field, not queued in an inbox. When the path through a difficult site is not obvious, we find it.

FAQ

Every site is different and there can be a lot of moving parts, but the questions are often the same. Here's what clients ask us most.

What civil engineering services does Orogen provide?

Orogen provides civil engineering design and construction support for land development, subdivision, and infrastructure projects. Our services cover earthworks, roading, stormwater, wastewater, water supply, utility coordination, and construction monitoring and certification. We work on residential subdivisions, commercial developments, and public infrastructure projects throughout New Zealand.

At what stage should I engage Orogen's civil engineers?

Ideally at the feasibility or concept stage, before significant money is spent on design. Early civil input allows infrastructure costs to be estimated realistically, layout options to be tested for engineering feasibility, and consenting risks to be understood before they become design constraints. Late engagement often means expensive redesign.

How does Orogen's civil engineering integrate with surveying and planning?

Civil design, survey, and planning are interdependent. The survey provides the accurate base data the engineer designs against; the planning conditions set the standards the engineer must meet; the engineer's design determines what the surveyor needs to set out and certify. At Orogen, these three teams work from the same set of information, which produces faster and more reliable outcomes.

How does Orogen approach design to ensure it is practical to build?

Our engineers have experience on the construction side as well as in design. We design with constructability in mind, which means fewer RFIs from contractors, less variation during construction, and more reliable cost estimates. We also involve the contractor in constructability reviews on complex projects.

Can Orogen act as Engineer to the Contract during construction?

Yes. Orogen provides contract administration services under NZS3910 construction contracts, acting as Engineer to the Contract on behalf of the client. This includes certifying progress claims, issuing instructions, managing variations, and certifying completion.

What types of projects does Orogen's civil team typically work on?

Residential and commercial subdivisions, greenfield and infill development, road upgrades, stormwater and drainage improvements, three waters infrastructure, and earthworks for industrial and rural projects. We work across the Wellington region and broader New Zealand.

How does Orogen ensure civil designs meet council requirements?

We maintain current knowledge of each council's infrastructure standards and engineering design guides, and engage with council engineers early in the design process. For infrastructure that will be vested to council, we prepare designs to the adoptable standard and manage the council's technical review and approval process.

What does 'three waters' mean, and do you handle that?

'Three waters' refers to drinking water supply, wastewater (sewage), and stormwater. Yes — we handle all three. We design reticulated networks, detention tanks, pump stations, and water supply systems to meet council and network operator standards.

My site has challenging terrain — can you find practical solutions?

Tricky sites are where we thrive. Our approach is hands-on and solutions-focused. We design earthworks and retaining structures for steep slopes, develop flood mitigation strategies for low-lying sites, and find cost-effective solutions for complex terrain. If there's a workable path, we'll find it.

From earthworks to final certification, we handle the full scope. - Let's get into it.
