Utility coordination is the process of identifying, designing around, relocating, and obtaining approval for the underground and overhead services that cross or run adjacent to a development site - power, telecommunications, water, wastewater, stormwater, and gas. It involves liaison with network operators, clash detection across the full services package, relocation design, and obtaining the consents and approvals required before construction begins.

Unresolved utility conflicts are among the most common causes of construction delays and cost blowouts. Striking an unidentified cable or pipe mid-excavation halts a project for days or weeks. Designing through an easement without network operator approval requires expensive redesign. Early identification and coordination prevents these problems - and is a prerequisite for engineering approval from most councils. The earlier utilities are resolved in the design process, the cheaper and less disruptive the resolution.

We locate existing services using available utility records and site investigation, design around or through constraints, and engage network operators - Wellington Water, Powerco, Vector, Chorus, and others - to confirm service locations and obtain approvals for relocations or new connections. We carry out clash detection across the full services package and coordinate Safety-in-Design processes where required for major infrastructure realignments. Our coordination documentation gives councils and contractors confidence that the services have been resolved before they dig - which is where the value is realised.

What does utility coordination involve on a development project?

Utility coordination manages the design, approval, and construction of the electrical, telecommunications, gas, and water services that connect a development to the existing network. Each utility provider has its own standards and approval process, and these must be managed alongside the civil design and construction programme.

Which utilities does Orogen typically coordinate during land development?

Electricity (Transpower, Vector, network companies), telecommunications (Chorus, UFB providers), gas (First Gas, Vector), stormwater and wastewater (territorial authorities), water supply (Wellington Water, Watercare, local councils), and any other services specific to the site. Each provider has different lead times and requirements that must be worked into the project programme.

What are the most common delays caused by utility coordination?

Long lead times from utility providers for design, approval, and physical connection are a frequent source of project delay. Early engagement is the single most effective way to reduce this risk. Orogen identifies the critical utility path at the project outset and starts those processes as early as possible.

How does Orogen manage relationships with utility providers?

What approvals are required from utilities before construction can start?

Design approvals from each utility provider confirming that the proposed services meet their standards. For road openings, permits from the relevant road controlling authority. For connections to the water and wastewater network, connection approvals from the network operator. Orogen manages the assembly and submission of all these approvals.

Can Orogen manage utility approvals alongside the council consenting process?

Yes. Utility approval processes run in parallel with, but independently of, the council's resource and building consent processes. Orogen coordinates both tracks simultaneously so that when construction consent is granted, the utility approvals are also in place and construction can start without delay.
