A resource consent is the formal approval required from council to carry out activities not permitted as of right under district or regional plan rules. For most land development projects, at least one resource consent is required  -  often several. We prepare and lodge the full application package, manage the council process, and negotiate consent conditions on your behalf.

A poorly prepared application invites RFIs, delays, and conditions that constrain your development. The consent process is also where community or affected-party concerns can complicate a project. Getting the application right  -  scoped correctly, thoroughly detailed, and lodged strategically  -  is what keeps your project moving. We’ve navigated enough council processes to know that how you prepare is as important as what you submit.

We scope applications carefully - covering what needs to be covered, without overreaching into areas that invite unnecessary scrutiny or conditions. We lodge at the right time, manage RFIs promptly, and follow through at every step - post-lodgment queries and conditions negotiations - so you always know where your consent stands. Where conditions are proposed that are unreasonable or impractical, we push back with evidence.

What is a resource consent?

A resource consent is formal approval from the council to carry out an activity that is not permitted as of right under the district or regional plan. For land development, the most common resource consents are subdivision consents (to create new lots), land use consents (to build in certain zones or exceed permitted standards), and discharge consents (to discharge stormwater or wastewater).

Do I need a resource consent for my project?

Possibly. Whether you need consent depends on your zone, the nature of your proposal, and the relevant plan provisions. Some activities are permitted as of right; others require consent regardless of scale. Orogen can tell you quickly whether your project needs consent and, if so, what type and what the likely conditions will be.

What types of resource consents does Orogen prepare?

Subdivision consents, land use consents, water take and discharge consents, coastal permits, change to conditions (s127), extension of time (s125). We also prepare applications under the Building Act for related matters such as building over or near services. For complex projects, a single application may cover multiple types of consent simultaneously.

How long does a resource consent take to process?

For a complete non-notified application, the council has 20 working days to process it (with any time on hold deducted). Limited notified consents typically take longer, and publicly notified applications can take several months to over a year if hearings are involved. Orogen prepares complete, high-quality applications to minimise the risk of being placed on hold.

What is a notified application and what does it mean for my project?

A notified application is one where the council requires wider public or limited notification before deciding. Public notification means anyone can submit in support or opposition; limited notification means only specific affected parties are notified. Notification adds time and cost but is sometimes unavoidable. Orogen advises on notification risk before lodgement so you are not caught out.

What increases the chance of my resource consent being approved?

A complete, well-prepared application that accurately describes the proposal and its effects; quality assessments of environmental effects; proactive engagement with affected neighbours; and early consultation with the council through a pre-application meeting. Orogen's applications are prepared to these standards.

Can Orogen manage the entire resource consent process?

Yes. We prepare the application, lodge it, manage all communication with the council, respond to information requests, and work through the imposition of conditions. If your application is notified, we manage the submission process and, if required, represent you at a hearing. You focus on your project; we manage the consent process.
