This service provides official certification signed by a Licensed Cadastral Surveyor that a new building has been constructed at the correct floor level and in the correct position relative to property boundaries. Many councils require this certificate before issuing a Code Compliance Certificate.

In flood-prone areas, minimum floor levels are often a condition of resource consent and/or building consent. We can provide a site datum to assist with construction. For floor level certification, we survey the finished floor level with reference to the applicable datum, and issue a certificate stating the precise elevation and confirming it meets the required minimum.

A siting certificate for building location is usually required as part of a building consent. Without a surveyor's certificate, a Code Compliance Certificate cannot issue. It is a small piece of work that sits between your completed building and your completed project.

We can set out the location of the slab for construction, relative to the boundaries and prepare a certificate for the Council.

Or we can survey the constructed building corners and property boundaries, and confirm compliance with the approved site plan and district plan rules.

Certificates are signed by our Licensed Cadastral Surveyor and delivered in a format the council accepts.

What is floor level certification?

Floor level certification is a survey of the finished floor level of a new building, certifying that it meets the minimum floor level required by the building consent. Minimum floor levels are typically set to provide freeboard above the 1-in-100-year or 1-in-500-year flood level, or above the predicted coastal inundation level.

When is floor level certification required in New Zealand?

Most building consents for habitable buildings in flood-prone or low-lying areas include a condition requiring the applicant to certify that the finished floor level meets the minimum set by the council. This must be done before code compliance certificate (CCC) can be issued. Orogen carries out the survey and issues the certification.

What does Orogen's floor level certification process involve?

We survey the finished floor level of the new building using a calibrated digital level referenced to the local authority's datum. The measured level is compared against the minimum floor level specified in the building consent, and we issue a signed certification confirming compliance. The process takes a few hours on site.

How quickly can Orogen provide a floor level certificate?

We can typically provide a floor level certificate within two working days of the site visit. If you are approaching a settlement date or a CCC deadline, let us know and we will prioritise your job.

What happens if the floor level does not meet the required minimum?

If the as-built floor level is below the required minimum, the building does not comply with the consent conditions. This is a matter for your building designer and the council to resolve. Orogen will clearly document the shortfall in our certification report so you have the information needed to address the issue.

What is the 500-year flood plain requirement and why does it affect floor levels?

Some councils now require habitable floor levels to be set above the predicted 1-in-500-year flood level, rather than the older 1-in-100-year standard. This is driven by updated climate change projections and revised council planning maps. Orogen confirms the applicable requirement from your building consent before carrying out the survey.
